The New York State Coalition Against Domestic Violence (NYSCADV) provides training, support, technical assistance and advocacy to local direct service domestic violence programs across New York State.

The collective voices of survivors and advocates, as expressed through the Coalition, will strengthen public and private response and prioritize domestic violence as a human rights issue.

As a statewide membership organization, we achieve our mission through activism, training, prevention, technical assistance, legislative advocacy, and leadership development. We promote best practices and broad-based collaboration integrating anti-oppression principles in all our work.

About the DV and Disaster Project

The Disaster Preparedness & Response Project was developed as a collaborative effort between the New York State Coalition Against Domestic Violence (NYSCADV) and the New York State Office of Children and Family Services (NYS-OCFS) to increase the capacity of first responders and domestic violence programs to prepare for and respond to survivors’ needs in the midst of a natural disaster.

The project, funded through FVPSA, was developed in response to recovery efforts in the aftermath of Superstorm Sandy. Disasters like Superstorm Sandy expose the underlying social disparities among vulnerable populations, including victims of intimate partner violence. Domestic violence programs also face challenges to sustain the wellbeing and resilience of staff after a disaster strikes. Disaster preparedness is important, and practices focused on response, recovery and mitigation are equally important.

The two key components goals of the project initially were to offer:

  1. Facilitator trainings to key staff at domestic violence programs across the state.

    • The newly trained facilitators will then train first responders and domestic violence advocates on topics including:

    • What is a natural disaster? What does intimate partner violence look like in a disaster?

    • What are the specific barriers that survivors of intimate partner violence face in times of disaster?

    • Who are first responders? What do they do?

    • What are the steps to disaster relief in my area?

    • What protocol can my agency follow to ensure that survivors and staff are safe in the event of a disaster?

    • How can I support a survivor who is experiencing intimate partner violence and disaster simultaneously?

    • As a staff person, how do I get the support I need?

  2. Assistance to survivors of intimate partner violence impacted by Superstorm Sandy.

Since its creation, NYSCADV has expanded the purpose and resource collections of the project and webpage to be responsive to the needs and experiences of advocates and first responders. In particular, we have expanded resources to include information related to human-caused disasters and public health crises. In addition to the above-mentioned materials, you will find supplemental materials collections for DV service providers and other Emergency First Responders on this website.
